Here’s what I did: Insert disc and let the game and patch install (game was 40gb and patch was 70gb). Wait until both are downloaded and then start the game. Once the game is running, it’ll ask you to download the high res textures, press okay and then you’ll be at the screen with all the downloads.
If you're on a PS4, check to be sure you have Crossplay enabled for chat. There's a separate setting for that, separate from enabling/disabling gameplay Crossplay. FYI, this is just something I've heard about - I'm on an Xbox, so I can't confirm this, nor do I know it will fix it, but based on what you're saying this is the most plausible solution I can think of.
